Study On The Problems And Countermeasures Of Local Government Promoting The Relocation Of Chemical Enterprises Under The Background Of Environmental Protection

The fundamental plan of Chinese civilization construction is ecological development.In the early stage of reform and opening up,China’s ecological environment has been greatly damaged by economic development at the cost of destroying the ecological environment.Environmental problems have become an important factor restricting the sustainable development of China’s society and economy.In order to adjust the balance between sustainable economic development and environmental protection,the Chinese government implements environmental regulations.At present,China is in a period of transformation.The government’s management mode has also changed from "omnipotent" to "service-oriented".Since the 40 th anniversary of reform and opening up,state-owned enterprises have been on the way of deepening reform.With the rapid development of economy,the speed of urbanization in China is speeding up.The places where many chemical enterprises set up factories have changed from the suburbs with low population density to the urban areas with high population density or close to the cities.The impact of pollution accidents caused by chemical enterprises will be more extensive.The relocation of chemical enterprises located in densely populated areas or important environmental protection areas is an important means for the government to solve the serious environmental pollution problems such as "chemical besieged city" and "chemical industry surrounding River".Under the background of environmental protection,from the perspective of how to give full play to government functions,this paper takes J municipal government to promote the relocation of Z enterprise,a state-owned phosphate fertilizer enterprise,as an example to study the problems and Countermeasures in the process of relocation.Z enterprise is a large-scale chemical industry state-owned enterprise with a 60 year history of chemical fertilizer production.In order to solve the problem of environmental pollution and the urban area of J City,the government of J promotes the relocation of enterprise Z,but the process of relocation is slow.This paper adopts the methods of literature research,social investigation,comparative analysis and case analysis.This paper uses the theory of government regulation to understand the deployment purpose of the central government’s environmental protection policies and the necessity of local governments to promote the relocation of chemical enterprises,and then summarizes and analyzes the problems existing in the local government’s promotion of chemical enterprise relocation by using the relevant theories of "market failure",government intervention,local government functions,government regulation,and finally combines the characteristics of government functions of service-oriented government This paper studies the corresponding countermeasures to promote the local government to better play the government functions,serve for the relocation of chemical enterprises,promote the smooth completion of the relocation work,and achieve the ultimate goal of solving environmental pollution problems and maintaining and increasing the value of enterprises.Through the analysis and Research on the measures of J municipal government to promote the relocation of Z enterprise,it is found that there are some problems,such as insufficient supporting funds of local government,unreasonable relocation time,inadequate supporting services and insufficient support for enterprise transformation and upgrading.There are four main reasons.Firstly,the policy support is insufficient or targeted;secondly,the local government promotes the relocation of chemical enterprises under the background of amblyopia environmental protection;thirdly,the functions of local government are not fully played,and the characteristics of "service-oriented" government are not highlighted;fourthly,the guidance of local government in environmental protection is not in place.On the basis of theory and case study,combined with the experience of Italian regional industrial transfer and cluster development,and the experience of "Customs reform and relocation" of chemical enterprises along the Yangtze River in Hubei Province and the relocation case of Xingfa group,four suggestions and countermeasures are summarized from the aspects of local government intervention on the state-owned chemical enterprises that need to be relocated.The first is to use the policy of "one enterprise and one policy" to strengthen the environmental protection relocation policy;the second is to pay attention to the environmental protection characteristics of relocation and make effective use of the market mechanism;the third is to give full play to the advantages of service-oriented government to effectively promote the relocation of enterprises;the fourth is to guide enterprises to do a good job in environmental protection,safety and stability maintenance.The research of this paper is to change the functions of the government in combination with the goal of building a service-oriented government,hoping to provide reference for the local government to smoothly promote the relocation of chemical enterprises.
