Research On The Target Responsibility System Of Environmental Protection Of Local Government In China

The objective responsibility system of environmental protection aims to formulate the environmental protection goals by the local people’s governments at various levels,to clarify the responsibility of environmental protection to the specific departments and their main heads and to accept the form of annual assessment,and strive to gradually eliminate the phenomenon of prevarication and wrangling in the environmental management work in China for a long time.Since the development of environmental protection goal responsibility system has achieved good results through the practice of many provinces,it has played a positive role in environmental governance and ecological protection,but there are some problems.This paper studies three aspects of the system design and practical experience in some provinces.First,the legislation of some provinces is compared,and three different legislative ways are summed up and analyzed.Second,according to the practical experience of some provinces,the problems in the implementation process are discussed from four aspects: the local legislation,the content of the responsibility book,the restriction mechanism and the legal responsibility.Third,aiming at the existing problems,it puts forward suggestions for improving the responsibility system of our local governments’ environmental protection objectives.The conclusions are as follows: at present,when the local governments at various levels are carrying out the responsibility system for environmental protection,there are some problems such as imperfect legislation,poor standard of responsibility,strict restriction mechanism and unclear legal responsibility.In view of the above problems,it is suggested to improve the level of local legislation,highlight the characteristics of local legislation,strengthen the basic requirements of the responsibility book,fully implement the evaluation system,improve the mechanism of environmental protection legislation,perfect the restriction mechanism of public participation,clear the main body of responsibility,and improve the content of fulfilling the responsibility.Our country’s local government’s environmental protection goal responsibility system has been actively promoted and further developed.
