Research On The Problems Existing In The Ecological Responsibility Of Local Government

In the 21st century,with the progress of science and technology,industry and agriculture get rapid development,and also the living environment of human society,great changes have been taken place.Undoubtedly,with the progress of development,certain ecological damage problem appeared.In recent years,the ecological problem of our country is particularly prominent.Although the local government has taken out a series of policies and measures,but the effect is too little.There are normalized environmental problems,such as abnormal climate warming and irregularities caused by the greenhouse effect,surface and groundwater pollution leading by industrial waste emissions,decrease of cultivated land caused by excessive development and reclamation.And also have sudden environmental accidents,such as water pollution caused by oil spill,air pollution caused by the PX project and so on.The emergence of these problems,on one hand,our life quality will be affected,such as the high incidence of lung cancer and liver cancer is closely related to ecological environment destruction,on the other hand,future generations will also be affected,hindered the sustainable and healthy development of social economy.The main role of local government is representing the interests of the public,and managing public affairs.Legally endow with public power,at the same time,it also must fulfill a certain pubic responsibilities.Implement the equivalence of powers and duties.In the construction of the sustainable development of the society,in the process of ecological environment protection,the local government has the irreplaceable status.Local governments must perform the ecological responsibility,so as to realize the regional ecology construction.This paper lists the main problems of ecological responsibility with local government in our country,deeply analyze the reasons why the local governments lack of ecological responsibility and combining the experiences with typical countries' ecological responsibility,puts forward a series of measures according to our local government' ecological responsibility.We should take steps in four aspects,that is the government,the nature,the market,and the public.Through reforming the internal institution construction and system construction of local government,intensifying the management of natural resources,perfecting relevant laws and regulations,and strengthening the public guiding measures to implement.
