| Since the reform and opening up,China’ s rapid economic development,environmental problems,including air po llution is difficult to repair the damage,affecting people’s health,but also caused the loss of the nationa l economy.Facing the increasingly serious environmental problems,governments at all levels actively take various measures of pollution including air pollution governance.Because of the government administration single mode limitations,the treatment effect is not obvious.At the same time,the further development of civil society,public participation in environmental governance will increase,but th ere is no perfect platform and ef fective safeguard m echanism,participation in env ironmental governance process becomes difficult.Put forward the multi center governance theory,multi governance structure is deep and wide research in academic circles,public participation has become the best way to solve the problem of atmospheric pollution.In recent years,Shijiazhuang city of Hebe i province repeatedly boarded the national air pollution list,the deterioration of air quality,air pollution is serious.The haze days serious impact on t he Shijiazhuang people’ s normal life and health,the governm ent faces severe challenges in the air pollution problem.Shijiazhuang municipal government has adopted the most stringent air pollution prevention and control measures of governance of the city,but the government’s unilateral efforts seems less governance effect,so the air pollution need to guide and promote the participation of the public.The public should establish city "m aster" consciousness,initiative,actively cooperate with the work of the government,working hard together on air pollution governance.Basing on multi centered governance theory this paper explored the governance of public participation on air po llution in Shijiazhuang city through the co mbined method of questionnaire and interview,analyze the causes of the probl ems and put forward countermeasures to im prove public participation in air pollution contro l at the dif ferent aspects of governm ent,non-government environmental protection or ganizations and enterprises: that citizens should set up th e consciousness of environm ental protection,improve the public’s consciousness,master sense and responsibility,improve the atmosphere governance capacity,actively pa rticipate in the activities of the governm ent,improve governance to m ultiple subjects mode,stre ngthen air pollution control and effective information sharing channel construction,imp rove the relevant la ws and regulations.Environmental NGOs should m ake clear its func tion Strengthening the construction of its localization,specialization and standardization,assist the relevant departments for knowledge propaganda and education issues,change the w ay of publicity;enterprise and the third party should also take up social res ponsibility,to realize the im portance of air pollution problem s,actively participate in g overnance.Therefore,the conclusion helps to accom plish the theory of environmental governance,as well as providing reference basis for all the people in the air pollution control. |
