Research On The Citizen Participation In Air Pollution Governance Of Local Government

In recent years,China's environmental governance has been significantly improved,but in the process of development,most citizens lack of autonomy consciousness,and their political participation ability in air pollution governance is relatively weak.It is mainly because citizens are not in-depth and thorough understanding of the current air pollution governance system,not clear about their right and duty.This article makes full use of investigation,study,questionnaire,comparative and other methods,which will be quantitative and qualitative analysis of effective integration,lists data and makes multiple charts,analyzes and finds the problem,gets more scientific and reliable conclusions,and comes up with feasible solutions.At first,this article puts forward the research background,reviews and comments the relevant literature.Then it teases the ladder theory of citizen participation,environmental governance,environmental public property and the relevant theory.Based on theories,this article analyzes the current situation of citizen participation in the Zhangjiagang city's air pollution governance.In order to increase the persuasiveness of this article,we designed a questionnaire to collect data which reflects the problems exists in the citizen participation of Zhangjiagang city's air pollution governance.The analysis starts from smaller to bigger,shallower to the deeper,it sums up the main problems are: The citizens focus on the environmental problem,but they hardly participate;the method of the citizen participation in Zhangjiagang city's air pollution governance is unitary.The communication between citizens and government is not smooth.The citizens have weak recognition of air pollution and their own behavior which leads to air pollution.To study the reasons,there are four aspects.The first one is the absence of fundamental power from local government.The second one is imperfect of laws,there is no insurance to protect the citizens' interest.The third one is the unsmooth information of citizen's participation,the mutual trust between citizens and government are not enough.The forth one is the limited channel of citizen participation,the way to participate is unitary.Finally,the article propose the solution to improve the problems of citizen participation in local government's air pollution governance.The first one is the regulation reform of local government's air pollution governance.The second is citizen needs to raise the participation consciousness,enhance the enthusiasm.The third one is government needs to disclose the information of citizen participation,improve the mutual trust between citizens and government.The forth one is improve the related regulations to protect the right of citizen participation in air pollution governance.The last one is broaden the channels of citizen participation,fulfill the various pathways.So as to achieve sustainable economic development and further enhance the efficiency of environmental protection and governance.
