In the regulatory practice, the safety production supervision units at the grass-roots level, which stand as the end point, faced with layers of hidden trouble and stress. Most safety accidents occurred below the level of county, exposed the primitive production safety supervision ills way in villages and town, they lack of regulatory resources,technology and industry standards, and then supervision with the plight of randomness,and so on.This article based on Dongguan city S town as a case, adopts the second-hand data,participatory observation research methods, and focuses on the town of Dongguan city S town's regulation subject in the field of production safety supervision, regulatory body,regulatory object, regulatory system and regulatory resources this four dimensions to analyze, and extracted from real experience then summed up the problems we are facing in production safety supervision:regulatory body with small scale in the law enforcement troop strength, lack of professional and technical background; regulatory object with little safety consciousness, and faced the institutionalization and complaints feedback problems in the process of enterprise production; the regulatory system of multi-sectoral coordination difficulties; lack of the third party intermediary service agencies, law enforcement inspection equipment and financial resources, including four aspects to expounded in this article. And then, from professional talent team, the enterprise security management system, effective cooperation among regulators and regulatory resources sharing, try to puts forward suggestions for those improvement.
