Research On Safety Supervision Of Oil Exploitation In Yan'an City

40 years since China's reform and opening up,China's social and economic aspects of political,military and political status got huge increa se,the development of manufacturing industry,medical industry,food.construction and other industries have varying degrees of progress in the years,as well as the contemporary national economic development has laid a good political cultural and legal basis.The environment and atmosphere of economic development make our industries prosper and develop,and the process of national economic infrastructure construction is becoming more and more perfect.With the continuous development of China's contemporary socialist economy,the demand for comprehensive use of clean energy is increasing.But the oil exploitation energy is the contemporary People's Daily life and the industrial production in the oil exploitation energy has always occupied the very important main position,which means the oil exploitation demand will further increase,in order to better meet the oil exploitation to the comprehensive utilization of energy needs.However,with the constant development of the oil industry in the process of oil production safety is always the important factors which restrict the development of the industry,to make the oil industry to get better development,oil production safety supervision work is crucial,under this background,this article on yan'an oil production safety supervision work are studied.This article first to the oil paper expounds related concepts and theories,including oil,safety regulation,bank risk management system,etc.,lay a theoretical foundation to the research of this paper,and then in this paper,the yan' an oil exploitation and analyzes the safety supervision and management of the status quo,on the local oil production situation overview in the first place,and then from the institutions,policies,management mode and the practice aspect analyzes the present situation,and summarizes the existing problems,and then based on the analysis and regulatory experiences at home and abroad,the enlightenment is put forward to strengthen the yan'an oil exploitation and safety supervision and management strategy.By studying this paper concludes that the current yan'an oil mining and safety supervision and management of the existing problems including the following aspects,regulatory powers too scattered,regulatory functions relatively fuzzy,dislocation of local government,the supervision and administration of development and region in the imperfection of the relevant laws and regulations,the lack of government to the enterprise actual guidance,supervision and the deficiency in the model,the law enforcement lack of long-term mechanism.To this,this paper proposes to strengthen the yan'an oil exploitation and safety supervi sion and management strategies are as follows:further rationalize the government regulatory functions,clear the role,improve the efficiency of supervision and management,establish a complete safety supervision laws and regulations,the government perfect the regulatory model,according to the actual production situations to improve regulatory measures,long-term supervision mechanism,personnel training and arrangement.The research of this paper is expected to provide theoretical reference and practical reference for the safety supervision in Yan'an area and even similar areas.
