Problems And Countermeasures In The Process Of Implementing Environmental Regulatory Policies In Shandong Province

Environmental pollution is an external non-economic result caused by human economic activities,which restricts the sustainable,stable and healthy development of the economy and threatens the survival of human beings.Based on the negative externality of environmental pollution,the government needs to use environmental regulation policies and other social regulation means to manage it.Since 2010,Shandong Province has issued more than 100 environmental policies to comprehensively promote environmental governance,improve the environmental quality of Shandong Province,seek the best point for ecological balance and economic development coordination,deepen the transformation of old and new kinetic energy,and promote the ecological protection and high-quality development of the Yellow River Basin.In order to achieve the unified goal of economic and environmental benefits,realize the ‘Double Carbon’ goal,and promote the green,low-carbon and highquality development of Shandong Province.Taking Shandong Province as an example,this paper sorts out the environmental regulatory policies issued at the provincial level and prefecture-level cities during 2010-2022,and divides them into rewarding environmental regulatory policies,supportive environmental regulatory policies and punitive environmental regulatory policies.By analyzing the current situation of environmental regulation policies in Shandong Province,analyzing the cases of different types of environmental regulation policies,and comparing the effects of different types of environmental regulation policies.The problems existing in Shandong Province’s current environmental regulation policies and the possible reasons behind them are being summarized,so as to explore possible paths and countermeasures for Shandong Province to further improve the level of environmental governance.The content of this paper consists of 6 parts.Chapter 1 is an introduction,which mainly introduces the background,significance and research methods of this study in detail.At the same time,it summarizes the relevant research results of domestic and foreign scholars in the field of environmental regulation,and finally elaborates on the research ideas,technical routes,and main innovations of this paper.Chapter 2 is the definition of related concepts and theoretical basis,mainly introducing the main concepts and related theories involved in this article.Combined with the actual situation of environmental regulation in Shandong Province,it classifies the implemented environmental regulation policies,expounds the classification standards and the content and scope of different types of environmental regulation policies.At the same time,it also sorts out theories related to environmental regulation,such as externality,deregulation theory,incentive regulation theory,and the environmental strategic management theory.Chapter 3 is the analysis of the current situation of Shandong provincial government’s environmental regulation policy.Summarize the overall status and characteristics of environmental regulation policies in Shandong Province.This paper analyzes the evolution trend of environmental regulatory policies in Shandong Province,and then further explains different types of environmental regulatory policies in combination with cases.Chapter 4 is an analysis of the problems and causes of environmental regulation policies in Shandong Province.By summarizing the problems in the process of formulation and implementation of environmental regulation policies in Shandong Province,it analyzes the possible reasons behind them.Chapter 5 is the conclusion and policy recommendations.On the one hand,on the whole,the government should introduce more rewarding and supportive environmental regulatory policies,and use less or no punitive environmental regulatory policies as much as possible,and strive to solve environmental protection problems at the root.On the other hand,based on the specific problems in Shandong Province’s environmental regulation policies found in the previous analysis,effective policy suggestions are put forward.Chapter 6 is the shortcomings and prospects.With the improvement of environmental regulatory policies,Shandong Province will surely be able to firmly establish the concept that green water and lush mountains are invaluable assets,strengthen systemic governance,address both symptoms and root causes,and promote a comprehensive green transformation of economic and social development.
