Pollutant total amount control is a control system which based on environmental quality objectives to control different pollutant emissions sources in a particular area.It is also an important part to complete environmental quality target.During the 12 th Five Years sulfur dioxide and nitrogen oxide as the main pollutants control factor to be included in the focus of the total amount control of Anhui province environmental protection,However,As the industry growing,only control the emissions of sulfur dioxide and nitrogen oxides and can not effectively improve air quality.In order to improve the environmental quality in Anhui province more effectively,This article regards Anhui province as the research area and predicted the new increment and emissions reductions of sulfur dioxide,nitrogen oxides,volatile organic compounds and ammonia of main industries from different resources during the 13 th Five Years.At the same time,the article researched the status of emissions of volatile organic compounds and ammonia and put forward the pollutant total amount control target and environmental quality target and analysis the accessibility of targets.The main conclusions are as follows:?1?According to the total planning guide of 13 th Five Years and considering the condition of industrial development in Anhui,This article predicted the new increment of SO₂,NO_x,VOCs and NH₃ during the 13 th Five Years in Anhui.Predicted results by author think that during the 13 th Five years Plan period,the increment of SO₂,NO_x,VOCs and NH₃ was 72,300 tons,304,000 tons,258,700 tons and 129,200 tons.VOCs and NH₃ emissions 1157,200 tons and 551,500 tons.?2?A further analysis of the emission reduction potentials of SO₂,NO_x,VOCs and NH₃.Through implement corresponding reduction method for different industries and control the emissions of pollutants during 13 th Five Years in Anhui,Predicted results by author think that emissions of SO₂,NO_x and VOCs was decreased into 253,600 tons,424,400 tons and 349,300 tons in 2020.Because of the constraints,We don't calculate the ammonia emissions reduction potential of each industry.Regarding the new incremental as emissions reductions which is 129,200 tons.?3?Based on the research of the new incremental and emissions reductionsof SO₂,NO_x,VOCs and NH₃.This article put forward the pollutant total amount control target and environmental quality target and analysis the accessibility of targets.Predicted results by author think that the targets of SO₂,NO_x can be finished and the targets of VOCs can not be finished.But due to the measure of VOCs emission reduction potential is concentrated in the industry,and emissions reduction potential and the difference between target only 25,100 tons,so the prospect is optimistic.
