Research On Air Pollution Status And Ecological Compensation Policy In Anhui Province

As an important part of the Yangtze River Delta region,Anhui Province has maintained rapid economic growth in recent years.Although Anhui Province has always emphasized the transformation of economic development mode,it has not completely broken the constraints of the extensive development model,and air pollution faces unprecedented governance pressure.In order to curb the ever-increasing air pollution situation,Anhui Province issued the Notice on the Interim Measures for Ecological Compensation for Air Quality in July 2018,announcing that it will promote the assessment-based rewards and penalties and ecological compensation work in the province.The policy requires cities with deteriorating air quality to pay ecological compensation funds to compensate cities with improved air quality.This policy has effectively stimulated the enthusiasm of the municipal governments of Anhui Province to actively control air pollution.Based on the analysis of more than 3 million air pollution data from January 2015 to March 2019 in Anhui Province,this study focused on the air pollution and air quality ecological compensation policies in Anhui Province,the main research work are as follows:1)analyzed the temporal variation and spatial distribution characteristics of various atmospheric pollutants in Anhui Province;2)evaluated the air quality status of 16 cities in Anhui Province;3)calculated and predicted the ecological compensation funds of Anhui Province in the third,fourth quarter of 2018 and 2019;4)Analysis of the correlation and heterogeneity between the provincial and municipal air quality ecological compensation policies,and summarize a universal air quality ecological compensation policy applicable to all cities in Anhui Province.The main conclusions of this study are as follows:1)the air quality in Anhui Province continued to deteriorate in 2015-2017.Although it improved in 2018,PM_2.5 and PM₁₀concentrations rebounded in the first quarter of 2019.The number of days of PM_2.5 as the primary pollutant decreased year by year,O₃ days continued to increase,and exceeded the number of days of PM_2.5 in 2018;2)the air quality of Anhui Province showed typical regional differences.The air quality in southern Anhui was good,in northern Anhui was serious.Suzhou and Huaibei’s air quality rankings are always in the last two in the province;3)The air pollution in 16 cities in Anhui Province shows obvious spatial correlation,and the air quality index correlation is also strong in geographically adjacent areas,of which Bengbu is more related to Huainan,Suzhou and Chuzhou,and it is necessary to carry out joint prevention and control of inter-regional air pollution;4)due to the rebound tendency of particulate pollution,the prediction results show that the total ecological compensation funds of Anhui Province in 2019 The funds are negative.Except for Wuhu,Huangshan and Maanshan,all other cities may have to pay fines;5)The air quality ecological compensation policy has typical regional characteristics,and the ecological compensation policies of different provinces are quite different.The municipal air quality ecological compensation policy will seek a balance between provincial standards and regional characteristics,and will often adjust in terms of ecological compensation fund coefficient,classification assessment,and one-time reward.The research significance of this study are as follows:1)identified the temporal and spatial distribution characteristics of air pollution in Anhui Province,providing data basis for the targeted air pollution prevention measures in the region;2)studied the correlation of air quality in 16 cities of Anhui Province,provided the direction for regional joint prevention and control of air pollution in Anhui Province;3)evaluated the implementation effect of the air quality ecological compensation policy of Anhui Province,and provided decision-making evidence for the improvement of air quality ecological compensation policy in Anhui Province;4)summarized the experience of the air quality ecological compensation policy of the 4 provinces and 19 cities,and provided a useful reference for the municipalities of Anhui Province to formulate or improve the air quality ecological compensation policy.
