During the Twelfth Five Years, AnHui Province will still be at the mid- and late stage of industralization with accelerating pace of industralization and urbanization. Environmental protection will face two pressures giving by increasing pollutants caused by rapid social-economic growth and increasing demands for continued improvement of environmental quality. Compiling Total Qualtity Control Plan in a scientific way is important to implementing the national environmental protection objectives, distributing resouces effectively, and strenthening macro-control of government. Total Amount Control Plan is a Programmatic document to guide the pollutants amount control during the Twelfth Five Years, and also it's basis of assigning targets of pollutants amount control, and assessing the result. This artical is to give the control objectives of SO2 and Nox which are two main air pollutants by predicting the social-economic growth and the total amount of discharged SO2 and NOx during the Twelfth Five Years, and analysis the attainability of objectives in terms of technological and economic, and come up with measures to ensure the complemention of these objectives.
