Petroleum pipeline engineering & construction holds fast development stimulated by rising petroleum consumption. It is a systematic project involving multiple factors such as complex geologic environment, wide covering of areas, construction mobility, long route selection, long construction life span, and high technical requirements. Therefore, this kind of project possesses potential hazard although it could bring profits. It is indispensable to study on risk management of construction phases of petroleum pipeline engineering & construction project by employing risk management methodology, in order to ensure petroleum transportation safety and reduce energy consumption.This thesis is to establish a viable risk management system by detailed studies on risk identification and evaluation of construction phase of petroleum pipeline engineering project by employing risk management theories according to the unique characteristics of petroleum pipeline construction, in which valid decision and response plans are made. Three conclusions are drawn as follows:(1)According to the current research status of petroleum pipeline engineering construction risk management, through reading literature, reference other scholar’s research results and practical experience. By using payment expert questionnaire interview, such as recognition of petroleum pipeline engineering construction risk factors. There are 13 kinds of project specific risk factors were identified and according to the identified risk factors established risk evaluation index system.(2)The paper discusses the risk of oil pipeline engineering construction stage in details. We main use expert questionnaire and AHP method to get a professional of their risk score and calculate the risk of their own right, then the corresponding risk of primary and secondary sort. And finally, a whole evaluation of the risk of the calculation and analysis is carried out, and the final results are obtained.(3)Combining with the example of Yong Tai Wen Petroleum Pipeline Engineering Section B, and in accordance with the construction of the risk management process for effective empirical study to verify proposed risk coping strategies and to develop petroleum pipeline engineering construction risk management program. This is on the multi-level comprehensive evaluation based in oil pipeline engineering construction risk. Then putting forward feasible measures according to the risk to deal with the most basic method to participate in the actual engineering project risk management and control personnel provide valuable basis in the future.
