| In recent years, in many places of our country, increasing haze weather, soil pollution, water pollution accidents occur frequently, ecological system has been subject to serious damage, the government is the manager of public affairs, to have sufficient capacity to prevent environmental pollution and the damage to good governance. But it is obvious that the until now our government in environmental protection work achieved results with the expected goal, there is a big gap, the reason, the author thinks that the following points: current laws and the relevant provisions of the government behavior can not be fully constrained, provisions are relatively too principle, leading to the government in the process of law enforcement lack necessary basis for law enforcement, and even some unclear division of responsibilities, liability is not clear, the backward mode of law enforcement and advanced the concept of law enforcement is not accommodating. If we want to change the status quo, we must thoroughly remove the stumbling block on the road to the environment friendly society. From the two aspects of legislation and law enforcement, we must constantly optimize or improve it.
