With the rapid development and transformation requirements of economic society,our country's environmental problems are becoming increasingly prominent,and environmental protection has increasingly become the consensus of the whole society.Government is an important subject of environmental governance,and environmental administration is an important part of government functions.Environmental supervision responsibilities also occupy an increasingly important position in government functions.How to get the government to effectively perform environmental monitoring will become a reality and urgent research contents,research the subject of this article,accordingly total followed put forward problems,analyzing problems and the train of thought to solve the problem.First,it is an overview of the government's responsibility for environmental regulation.This paper first expounds the meaning of government environmental regulatory responsibilities,from "supervise enterprise" to "supervise government" of the historical development,summarized the government environmental supervision responsibility specific content:the specific content of the total emission reduction,quality improvement responsibility and responsibility to prevent risks,and then on the basis of jurisprudence,the legitimacy and necessity of government environmental supervision responsibility are demonstrated.Secondly,on the basis of clarifying the responsibility of environmental supervision of our government,we try to analyze the problems and causes of our government in the process of responsibility.Specifically,due to the development of ideas are biased,lacking the ability to environmental regulation,environmental.regulation of the division of functions and powers exercise and accountability mechanism is not perfect and so on reasons,led to the Chinese government don't exist in the environmental monitoring scattered,false supervision,regulation and supervision of low efficiency and so on many issues.See the problem of government environmental regulatory responsibilities in our country,and analyzes the cause of these problems,the next step is to find solutions.So in the last part of the thesis puts forward some Suggestions of perfecting government environmental regulatory responsibilities.These Suggestions include:the government should uphold the green development concept,to recognize that environmental regulation is in order to better improve the quality of the development of the society as a whole,the government must fully and timely perform environmental regulatory responsibilities.We should strengthen the capacity building of the government's environmental supervision and improve the scientific nature and effectiveness of supervision.We should improve the linkage mechanism of government environmental regulation to effectively solve the problem of decentralized supervision.To improve the environment supervision responsibility accountability mechanism,rich forms of accountability,strengthen accountability,broaden the content of accountability,giving no performance and correct performance of the government environment supervision responsibility subject to severe punishment,thus to implement environmental regulatory responsibilities for the government to provide strong guarantee.
