As the high-risk industry, coal mine enterprises take the safety management work seriously, miners face to coal mine emergencies directly, how to respond to emergencies effectively, and minimize the injury has become an important task. This paper puts forward that there's a strong correlation between the panic emotion and emergency behavior of coal miners, then takes a large coal mine in Henan province as the study object, through the method of document analysis, deep interview, field observation, getting the mechanism model of the miners'panic mood, cognitive processing and emergency behavior, and then the emergency behavior questionnaire is prepared. This study gives 300 miners'questionnaire, analyzes survey data with the SPSS 17.0 and AMOS7.0, and test the hypothesis model. The conclusion is as following:(1) Defining the emergency behavior and proposing the miners'emergency behavior influencing factors. In accordance with the two dimensions of individual rational level and individual level the emergency behavior of unexpected incidents consists of altruistic behavior, normal evacuation behavior and panic behavior; The influencing factors include familiarity of working environment, risk perception of the unexpected events, individual characteristics and group factors, these factors influence the emergency behavior by panic emotion, and individual characteristics and group factors also directly influence the emergency behavior.(2) Construct coal miner's emergency behavior model. Firstly constructing the miner's emergency behavior model, and create emergency behavior influence factors, group behavior, panic emotion, cognitive processing, emergency behavior measurement scales, then using the method of mathematical statistics of exploratory and confirmatory structural equation to test the hypothesis model, the eventual mechanism model of miner's panic emotion, cognitive processing and emergency behavior is established, finally getting the path coefficients of the structural model. After verification:?Risk perception to panic emotion is negatively correlated; ?Risk perception of the unexpected events to panic emotion is positively correlated; ? Individual characteristics to panic emotion is negatively correlated;?Group factor has a positive effect on individual panic emotion;?Panic emotion to cognitive processing is negatively correlated; ?Panic emotion to emergency behavior is negatively correlated; ? Cognitive processing to emergency behavior is positively correlated; ?Individual characteristics to emergency behavior is positively correlated;?Group factor is negatively related to emergency behavior. In total, familiarity of working environment, risk perception of the unexpected events, individual characteristics and group factors impact on emergency behavior are significant.(3) Construct of coal miner's effectively emergency behavior measures system. Based on the theory of coal miner's emergency behavior, according to the mechanism model of coal miner's panic emotion and emergency behavior, building an effective emergency responding system adapts to coal mine special environment. Through strengthening risk perception, improving the physical condition of working environment, exercising coal miner's positive psychological qualities, improving individual behavior of emergency response capacity, shaping miners'group behavior to create an effective emergency behavior environment.
