Public emergencies are a result of social development which have been accompanied by human activities. With the development of society and economy, human activities increased, the size of public facilities enlarged and the incidence of people clustering raised, which tend to be the sources of dangerous public casualty and bring difficulties and complexities to the handling of these events. Once such an event is started, the consequent chain reactions can easily occur which lead to the disastrous. results of casualty aggravation. Therefore, the establishment of a unified and efficient emergency response system is an inevitable choice for the modernization of city administration.This study is conducted on the basis of reading and interpretation of large amount of first-hand materials and site investigation. The weak points of our country's urban emergency response system were found by comparative study of the system in China and the developed countries. Appropriate countermeasures to these weak points were suggested, the overall control and regulating system, which eliminates the weakness of sector-based commanding structure in the system, and the early warning system, which provides beneficial complements to the disaster predicting function of China's emergency response system.First this paper introduces the background, objective and rationalization of this study, provides a review in the current studies of urban emergency commanding system, and points out the weak points and their corresponding solutions of the system. The study carried out a systematical analysis and redesign at the level of organization, operation and procedure of the system respectively. Then this article elaborates the design of software subsystem including the early warning subsystem, knowledge subsystem, commanding subsystem and transportation subsystem. The end is a proposition of how to implement the system.
