At present,the marine spatial resources allocation has become the hot topic in the world.However,compared with other developed countries,China still has some issues.Therefore,this article has important significance in enriching the theory system,filling the blank in the comparison research.It also gives a comprehensive understanding about the excellent experience from the foreign marine spatial resources allocation management,which can provide various reference and solution ways for China.On the basis of related concepts,marine spatial resources allocation can be divided into two phases,the early stage is the marine spatial planning and the last stage is administrative examination to determine the project enterprises.This article also provides the four elements of marine spatial resources allocation management: system,planning,management institution,application process and explores the historical course and difference of four elements of marine spatial resources allocation management in China,Britain,United States,South Korea by adopting the historical analysis,case analysis and other methods.Then,deducing the management model into three categories,including centralized management represented by China and South Korea,half centralized management represented by the United States and distributed management represented by the British.Finally,on the basis of the successful foreign experience,in view of the current problems,this article puts forward suggestions to perfect China marine spatial resources allocation management: 1.To perfect the policy of the new ocean energy industry configuration management and establish the information exchanges and research platform.2.Pay more attention to the coordinated development plans for land and sea,strengthen the interaction with the public.3.To build a high level cooperating agency and local advisory committee.4.Simplified the application procedures and try to make a rapid approval process.5.To build a broad public participation system,including specific provision about the public participation in the process of administrative examination,setting up an information database and strengthening the public education.
