Along with the opening up of low-altitude airspace of our country, the function and efficiency of navigation flight service station directly affect the quality of navigation user accessing to flight service, which acts as an important constituent of low-flying service security system. Meanwhile the synthetic display of navigation flight service information is especially important for navigation flight service station.As a prominent of current rich client internet technology,Flex not only has the deployment flexibility of B/S model, but also has a rich interaction experience of C/S mode and many other advantages. It can balance the load of client and server with a gorgeous interface and a closely interoperating. When applying Flex technology to navigation flight service WebGIS, the flight service information can be displayed comprehensively and clearly,making it easier for flight service interpreter to grasp and understand the related flight service information quickly, improving the working efficiency of the narrator.This paper mainly studies the WebGIS system structured by Flex and the key exploit technology of this system. Finally, the platform of navigation flight service system used by this framework is set up. The detail assignments are as follows:Firstly, according to Flex technology and ArcGIS platform, analyzed the implementation method and the technical details based on ArcGIS API for Flex to WebGIS framework, such as the map service cache technology and object pooling strategy, not only shorten the response time of map service, but also optimize the overall performance of the system at the same time; Choose on-demand load module development, saves system resources; Put forward Flex security sandbox limitations and solutions.Secondly, build the system framework, including the client, application server and data server design and implementation. Client using the Flex technology in Flex Viewer framework for secondary development, client and server using RemoteObject way of communication, invoke map service through the REST API. Explain the storage and read pattern of tracking information and the meteorological information.Thirdly, set up a low-flying service system platform, designed and implemented the monitoring of tracking information, weather information query and functions of each tool class module according to the requirements of navigation flight service, visually shows the build Flex navigation flight service feasibility and superiority of WebGIS.
