The ocean accounts for nearly three-quarters of the earth's surface and coastal states make up four-fifths of the world's countries,with more than two-thirds of the population living in regions near the ocean.Since the industrial revolution,with the land resources depleting,the pressure of energy and space increasing,and the marine science and technology about developing,people have shifted their focus to the sea,which also plays an increasingly important role.As the forefront of China's economic and social development,coastal provinces,municipalities and autonomous regions have attached importance to the development of marine economy,with 30 years of accumulated economic and technical strength.However,economic development has also brought about the destruction of the ecological environment,and the social development,which influenced by both the ecological destruction and the population density,also encountered a bottleneck.To resolving the bottleneck of resources and environment,and increase the ability of sustainable development,we must improve the efficiency of sustainable development.Improve the efficiency of sustainable development is the overall promotion of economic,social and ecological efficiency.First of all,this paper reviews the domestic and foreign research,and analyzes the domestic and foreign research on economic,social and ecological.It is found that the objects of a large amount of literature research are a single system,or the link between the two systems,but ignoring the economic,social and ecological is a whole complex system.Based on the connotation and characteristics of system theory,this paper discusses the connotation and characteristics of the complex system,and analyzes the connotation and characteristics of the marine complex system.Based on the characteristics of economic,social,ecological subsystem interaction,mutual penetration and mutual support in the marine complex system,the ring structure of marine complex system is constructed,and reference input and output principles to select the appropriate indicators.Second,this paper analyzed the shortcomings of the traditional DEA,combined with SBM model which is non radial and non angle,and super efficiency DEA model which can compare the relative effective,to build the two stage super efficiency SBM network DEA model.Based on this model,this paper calculate the efficiency of marine complex system by taking the ring model of marine complex system as chain structures,and using humandevelopment index,environmental protection investment,the number of environmental protection,and marine ecosystem services in the directions of economic and social.The results revealed that while social-ecological-economic efficiency increased,social-economic-ecological and ecological-social-economic efficiencies remained stable.By contrast,economic-social-ecological and ecological-economic-social efficiencies showed a downward trend,whereas economic-ecological-social efficiency demonstrated varying changes.Through measured efficiency in the middle of the "black box" by the network DEA model,and combined with the reality of each marine complex system efficiency and the efficiency of each stage,we find that the change trend of overall efficiency is close to the first stage,and the numerical value is influenced by both of the two stages.Therefore,the overall efficiency of the marine complex system is helpful to understand the operation of the marine complex system more accurately.Finally,according to the efficiency of marine complex system and the actual situation of each stage,this paper puts forward some relevant policy recommendations from the perspective of economic efficiency,social efficiency and ecological efficiency.
