Spatiotemporal Difference Of The Construction Efficiency Of Marine Ecological Civilization In Coastal Areas Of China

As an important part of the construction of ecological civilization,the construction of marine ecological civilization is not only an important foundation for China to build a strong marine nation,but also contributes to the sustainable development of the marine cause.Strengthening the construction of marine ecological civilization can alleviate the destruction of marine ecosystems,ensure the stability and continuity of marine ecological functions,and then achieve the rapid growth of the marine economy and the balanced development of marine ecology.China has a relatively short period of time to carry out the construction of marine ecological civilization,and its foundation is relatively weak,and there are problems such as the deterioration of the marine ecological environment,the reduction of biodiversity,the incomplete marine management system,the shortage of talents,and the backward structure of the marine industry.Therefore,research on the efficiency of marine ecological civilization construction can improve the relevant theories of marine ecological civilization construction,enrich the research content of marine ecological civilization,promote the rational development and utilization of marine resources,and provide relevant policies and suggestions for the construction of marine ecological civilization.Based on the relevant theories and connotations of marine ecological civilization construction,this paper builds an evaluation index system for the efficiency of marine ecological civilization construction.Then,takes China's coastal area as a research area,and uses the super-efficient SBM-DEA model that considers undesirable output to calculate the efficiency of marine ecological civilization construction Value,revealing its temporal and spatial changes.Using geographic detectors to deeply analyze the influencing factors and driving mechanisms of the construction efficiency of marine ecological civilization.The results show that:(1)From 2006 to 2016,the efficiency of marine ecological civilization construction in various provinces and cities along the coast of China showed an overall upward trend,and Liaoning has improved significantly.The efficiency value of each province and city tends to be balanced,but the coefficient of variation of the efficiency value of each province and city in 2016 is 0.16 higher than the previous year,with an upward trend,and the dispersion of efficiency values is not optimal.If the difference in efficiency between provinces and cities is too large,it will be detrimental to the balanced change and layout of the efficiency of marine ecological civilization construction.Therefore,further improvement is needed,especially the efficiency of marine ecological civilization construction in Liaoning Province.(2)The construction level of marine ecological civilization in the southern region is significantly higher than that in the northern region.From 2006 to 2016,the range of efficiency values of various provinces and cities constantly changed due to the different levels of marine ecological civilization construction each year.On the whole,there are many median areas,but few high-value and low-value areas.The overall distribution of each grade is normal distribution.The efficiency layout of marine ecological civilization construction in provinces and cities in coastal areas tends to be balanced,which is conducive to optimizing efficiency values.(3)The changes in the efficiency of marine ecological civilization construction have different degrees of enhancement under the interactive influence of 11variables related to economic,social and resource-environmental factors.The explanation of resource-environmental indicators for changes in the efficiency of marine ecological civilization construction is higher than that of social and economic indicators.Among them,environmental protection has the most significant impact on the efficiency of marine ecological civilization construction.The key to regulating the efficiency of the construction of marine ecological civilization lies in the grasp of the optimal range of the main impact factors,and the relevant factors need to be comprehensively considered.
