Qinzhou Maowei sea is located at the top of the Qinzhou Bay waters and the bay coastline is about 169 km, meanwhile, the sea area is about 135 square kilometers, which is the China's largest inland sea. The port coastline of Maowei Sea has lots of twists and turns, and the coastal estuary area distribution has a large area of mangrove. There are lots of seaweed beds and salt marsh wetland ecosystem, and the biodiversity with unique resource advantages is very rich. Maowei Sea is the country's firstly approved batch of Ocean Park. But in recent years, with the urbanization, rapid development of Marine economy and the human's unreasonable use, Maowei Sea's Marine resources and the ecological environment destruction are faced with enormous pressure. The research on resource environmental bearing capacity of Maowei Sea is of great significance for its sustainable utilization and development. Moreover, it can also promote ecological civilization construction of Qinzhou.Marine resources and environment carrying capacity consists of marine space resources bearing capacity, resources environmental bearing capacity and Marine ecological environmental bearing capacity. The thesis regards Maowei Sea of Qinzhou as research subject, using the field survey data, the remote sensing image data of 2000, 2007 and 2014, GIS and mathematical statistics. The author drew lessons from the national marine environmental monitoring center of marine resources and environment carrying capacity of coastal county-level administrative region of the monitoring and early warning index system. Moreover, the author based on the Maowei Sea shoreline development intensity, marine development intensity for the characterization of marine space resources bearing capacity to make an assessment on the bearing conditions in the marine environment, marine ecological loading status, marine ecological environment risk profile for the characterization of marine ecological environmental bearing capacity and the development of the islands with no residents strength. on this basis, the author made a comprehensive evaluation of sea marine resources and environment carrying capacity. The research shows that:(1)The marine spatial resources bearing capacity of Maowei Sea is facing overloading;(2)The bearing capacity of marine ecological environment is overload;(3)The island resource environmental bearing capacity is still in the range of availability. Reasons as following:(1)Maowei Sea is semi-enclosed, with domestic wide and narrow mouth, poor water exchange capacity;(2)Rapid economic development and coastal urbanization increasing;(3) Over-exploitation of resources shoreline;(4) Aquaculture and land-based pollution;(5)Sea embankment construction. For these reasons and problems, the author attempts to put forward some suggestions for Maowei Sea's future development and utilization, the shoreline and sea waters development intensity control, the nearshore pollution control, the protection and construction of marine ecology and the marine ecological environment risk management countermeasures in order to provide scientific basis for government decision-making.
