The Research Of Management Mode Reform Of Changning District Government Investment Project

Based on the government financial capital, Government investment construction project is featured with large-scale investment, infrastructure orientation and public facilities. With the rapid development of socio-economy and the enforcement of reform and opening-up, basic and public investment subject has gradually become more diversified. Apart from the construction project invested by the government, the increment of diversified capital greatly enhances the development of urban and rural construction. Chinese government investment administration now still has series of problems, such as incompatibility with social development demand, low efficiency of capital flow, inadequate policy making, enforcement, supervision, assessment in terms of project construction. With the approach of the importance of optimizing the government investment administration mode, this essay aims to discuss the importance of optimizing the current government investment administration project system and possibility to realize systematic reform with the theory of systematic control, principal-agent and public project management. Based on development process of Chinese government investment project management and the relevant problems Changning district faced, compared with the government investment project management of some developed countries such as the United States, Britain and Germany, combined with the“Three Focus”try-out policy of Changning district, this essay also aims to further optimize the framework of Changning district government investment project management and make suggestions to deepen the investment project management.This essay has six parts. Part one, Introduction, mainly focus on the research background, methodology and relevant references. Part two discuss the basic concept of government investment project and highlight the importance of reform. Part three reviews the development process of Chinese government investment project management and analyze the current problems. Part four analyzes the current situation and difficulties of Changning district government investment project management. Part five is a comparative analysis of successful and efficient management mode of some developed countries. Combined with the“Three Focus”try-out Changning district government now enforces and the analysis of operation mode, part six aims to bring forward some feasible thoughts and suggestions in terms of improving government investment project management.
