Research On The Innovative Mode Of Multi Project Portfolio Management Of Government Investment

Government-invested construction projects are playing an important lever of upgrading the market economy to promote the social stability and harmonious development. With the construction of the scale continuing to increase, more and more projects in the form of the group. Multi-project portfolio management is different from the traditional single-project management, it is more focused on inter project overall benefit and associated benefits. Now, in China the government-invested construction multiple project management is still at the lower stage, there are many problems existed in many aspects of the supply of resources, information management, organization structure etc. How to effectively enhance the multi project management level, saving financial fund, and improving the overall quality of multi project is the most important things on the current stage of government project manager.To solve the above problem, this paper is based on the research of domestic and foreign government project management and advanced multi-project management theory, pointing out the current government is lack of professional project management multi-project management agency. Stilling confined to separate, isolated-style project management level. Unable to solve the complex relationships among the multiple projects on an overall strategic level. Therefore, this paper is building more suitable for government investment project portfolio management, and introducing the strategic project management office. From a strategic, control, execute three levels to establish multi-project portfolio management organization. In the operation of the government-invested construction multiple project management, from the perspective of the whole process of the project management to design the process, and focusing on parsing the implementation phase of the project management process. Also draws on the ERP information system platform, trying to improve the problem of resource allocation and information transmission as a whole. At last, the author was using the gray comprehensive evaluation method and BP neural network to make a comprehensive evaluation. Based on the evaluation results, gave some rationalization proposals, in order to be able to contribute more government investment in the future.
