Government Investment Projects, Construction Management Pattern Analysis

The construction projects invested by government which have the characteristics of large and commonweal are the important constituent parts of the whole society fixed asset investment projects. And the government-investing projects have made great contributions to the development of the society and the economy.But,the government has carried out such management mode that the temporary owner which Was founded by the government controled the operation of the whole project for a long time.In practice,this mode has many problems.such as over standard,over scale,over budget,and also the corruption phenomenon.As a result,the investment benefit always can't reach the maximum.So,the reformation of the project management mode must be imperative under the situation.Jul 16,2004,the State Department publicized the decision about the reformation of investment system. In the third part,it puts forward the advice of speeding up the practice of agency construction management (ACM) in the projects invested by government.ACM is a specialized and market new management mode in construction management.ACM has two meanings.First, agency construction,it means that the construction management of a project of public works is carried out by a specialized construction management company,which accepts owner's entrust by market competition.Second,system means that this project management mode must be used in the public works.ACM is the govrnment management innovation considering the situation of our country.This paper makes a relatively comprehensive analysis for the ACM mode,and discusses the theoretic and practical significances in the applying of ACM mode.First of all,this paper discusses the common management mode of the government projects,and compares them with the developed countries and district's.On this foundation,the second part analyses the theoretic bases and the necessities of carrying out ACM.
