China is the world’s top port country. Port plays an important role in China’s economic development and urban development. Port is the hub of water and land transportation and logistics,is also an important carrier of information exchange,playing a "gateway", "windows" and other important role. Port consists ofa range of water and land, is available for ships entering and leaving, mooring, berthing, for passengers up and down, andfor cargo handling, lightering, storage and other functions. Port is a dynamic operating environment of people, machines, goods,shipping, environmental and other factors. The various elements are so closely linked that once the accident happen, it may result in engine damage, cargo damage, ship damage, casualties, air pollution, water pollution and other consequences.In order toprotect the port safety, the government uses approaches of legal, administrative,technological, emergency supportand other methods, to reduce the negativeimpacts of port safety,eliminate port safety hazards.
