In modern management, the management of human resource becomes a strategic work of enterprise. If an enterprise has gained enough talents, it would develop continuously. This paper, based on Jiangxi Tengfei Highway and Bridge Group Co. (hereinafter referred as "Tengfei Group), summarizes the situation of development and management of human resource, difficulties and problems existed in a highway construction enterprise and analyzes its reasons. What is more, this paper also put forwards how to set up and conduct high efficient development and management of human resource in employee's deployment and development, salary design, performance appraisal, and the education of the employee's contribution spirit so as to provide sufficient talents and sharpen market competitiveness for the enterprise. This paper contains five chapters: Chapter one is the theoretical summary of human resource stating the definition of "the management of human resource", the classical theories of human resource and the latest development of the theory of human resource. Chapter two firstly describes the nationwide environment of human resource in highway construction enterprise, its features and impact on human resource management. Chapter three introduces the present situation of Tengfei Group and its characters on human resource management. Chapter four analyses various problems faced outside the enterprise and the existed in the enterprise, including long term planning for employee recruitment, shortage of project manager, the salary design, the appraisal of performance, and issues related to spirit of employee' contribution. Chapter five raises corresponding countermeasures according to the problems of human resource that exist in the enterprise. The construction industry is a big industry, demanding various professional talents. In today's economy development that based on knowledge, how to develop and make use of human resources has become the first important affair of the highway enterprise. The enterprise needs to create a good environment that benefits to the growth of talents, needs to establish scientific mechanism of how to use talents reasonably, needs to use the human resource as the first resource of enterprise. What can be say is, if the human resource has been controlled, then we can have the enterprise developed continuously and guarantee the continuous increase of enterprise's strength.
