Today facing increasingly fierce market competition since the 21st century, enterprises must develop its core competitive advantages. Research and innovation is one of the means to build the core competitiveness of enterprises. Research and development (R & D) project has the characteristics of high risk and high investment. In order to obtain higher R & D performance, it is necessary to build a professional management system and process system, and professional R & D team. The choice of Multi-project R & D organization pattern plays a vital role in the whole R & D management. Determining the R & D performance and innovative potential of enterprises is becoming the key to achieve the organizational strategy.In this paper, research and development organization for the study aim, according to the ideas and methods of project management. This paper sets S company multi-project R & D organization model for an example, according to the characteristics of R & D projects, analyzing many problems faced by multi-project management, set up a dual structure both of R & D business process and professional functions, construct the suitable conditions for their own balanced matrix organizational structure. Through forming the enterprise product strategy decision-making, multi-project management and coordination security level and specific project implementation layer three-tier management structure and network support systems, it improves the organizational management, system management, resource management, process management and project implementation support system.The innovation of this paper is a research of managing multiple projects. It is based on the R & D project in the enterprise, focusing on the organizational level, the implementation of the main system and process control. It puts forward some ideas and methods to improve the multi-project management model through establishing a three-dimensional work matrix management structure, it will be helpful for promoting the construction and improvement of R & D projects organizational model in the enterprise, and boosting the smooth development of R & D multi-projects.
