Currently, China’s economy is entering a middle-speed growth stage from a high-speed one and stepping into the new normal economy. Under this grand background, how to continue to strengthen the foundational position of agriculture, promote the farmers’ income, innovate agricultural insurance policies, enhance agricultural competitiveness, guarantee the safe and effective supply of agricultural goods and realize the common prosperity of urban and rural areas are important tasks to solve the issues of agriculture, farmers and rural areas, as well as the fundamental goals of new rural construction. In the meantime, the efficient supply of high-quality rural public goods directly determines the success of new rural construction. It is of great importance to reasonably solve the supply of the existing rural public goods.The central committee of the communist party of China has focused on the issues of agriculture, farmers and rural areas in the No.1 Document for 13 consecutive years since 2004. In this context, Combined with qualitative and quantitative research, by adopting research methods like survey, literature research, interdisciplinary research and case study, this paper takes Yongjia County of Wenzhou City as a typical research object and tries to analyze the roles of this County’s public finance and social diversity in the supply of public goods in the course of new rural construction. Especially, the implementation status of “finance+” model and the existing problems are comprehensively explored. After multistage development, the possibility of supply subjects in the current rural public goods supply mode, the possible improvements of institutional construction, and the localized measures for supply input of rural public goods are dissected and studied. Further, the policies for the supply of rural public goods under the new normal economy as well as their implementation suggestions are proposed.This paper consists of four parts: Part I conducts a review of research results and literature materials related to domestic and foreign public goods, especially rural public goods. Part II analyzes the actual supply status of rural public goods and the different performance of agriculture, rural areas and farmers under different stages and different policy backgrounds since the reform and opening up, summarizes the existing problems and their causes, and sorts out the theoretical tools to be used in this study. Part III considers the specific national conditions in China and takes Yongjia County of Wenzhou City as a typical case to identify the problems in the supply of rural public goods and propose countermeasures by dissecting the County’s comprehensive external conditions, financial status and “finance+” development status. Based on the previous research, Part IV introduces internationally advanced experience as a reference for new rural construction, discusses the possibility of optimizing the supply of rural public goods, and specifies the key points during the optimization and improvement process.The supply of current rural public goods is plagued by the following problems: monotonous contents, inadequate supply, unfairness, structural imbalance, absence of supervision and regulation, and backwardness. Considering the above problems, based on the overall trends of China’s current economic and social development, the improvement of the supply of rural public goods in the course of new rural construction not only reflects the grassroots people’s anticipation for the development of production and living, but also serves as the combustion improver to maintain the middle-speed growth of China’s new normal economy. The author thinks that the government should not hesitate about the negative impact brought by the dual economy, pay more attention to the demand expression and expression ways of the grassroots people, and further specify the roles of financial departments at all levels in the supply of rural public goods, which not only meet the needs of the grassroots, but also remains as one of the fundamental conditions for a number of reforms implemented in China. Based on the theoretical analysis, history presentation and instances, relevant suggestions are proposed in an attempt to provide some useful reference for the new rural construction.
