A Study On The Off-institutional Supply Of Rural Public Goods In China And Policy Innovative

The supply level of rural public goods is a very important index which reflects the social and economical development level in rural areas. An enough and effective supply of rural public goods is of momentous significance to alleviating the burden of rural areas. However, under the circumstance of insufficient in-institutional finance, most of the township governments are not capable of providing public goods in sufficient quantity or quality, which has a healthy negative effect on the healthy development of the local social economy, As a result, the township government has to seek ways of off-institutional supply of public goods.By applying the theory of public finance, the author makes an empirical study of the history, present situation, existing problems, mechanisms and institution design of the off-institutional supply of township public goods through the analysis of typical cases.My paper is made up of seven parts: the first part is the basic theory. It defines the related concepts, including the basic theory of the public goods, the concept of the rural of the public goods, the concept of the rural of the public goods and the off-institutional supply. In the second part, I process the mechanisms analysis to the off-institutional supply of rural public goods in countryside. Based on the off-institutional supply of the rural public goods, and the market and the third sector play a role of the public goods supply in our rural, analyzing the necessity theoretically of the off-institutional supply of the rural goods. The third part, the author processes the definition of the history deduction in the off-institutional supply of rural public goods. Whether people's commune, family-contract responsibility system or tax fee reform, the off-institutional supply of rural public goods are the common phenomenon. The fourth part, through the typical case analysis of the problems originating from the off-institutional supply of township public goods, this paper finds the off-institutional supply of township public goods leads to many social problems under the background of the lack public finance, that is, lack of fairness, insufficiency of effective supply, inefficiency in rural public goods supply, heavy burden of the farmers, negative externality.
