A Research Of The Reform Of Rural Public Goods Supply System Under The Public Finance

For a long time, it is "dual track system" that cut apart in urban and rural areas that ourcountry has been implementing the supply of the public products all the time, thus formedpresent urban and rural residents and enjoyed "dualization"on in the public products gradually,the public products that peasants enjoyed are far lower than urbanites to enjoy. The two differentpublic product supply with system cause rural public product history debt more, supply withseriously insufficiently. And began to worsen the finance state of the government at the basiclevel to a certain extent in rural reform of taxation expenses so far in 2000, have aggravated thedifficult that the government at the basic level operates. So, according to the demand ofbuilding a new socialist countryside, this thesis, from perspective of public finance, having thepublic finance theory and current china's real rural situation into consideration, intend to makeresearch on problems existing in supplying rural public goods, analyze the roots of theseproblems and try to find feasible solutions to these problems. This article has employed methodsof theoretical analysis, case study, quantitative analysis and is developed in order of questioning,analyzing and problem-solving, taking the current situation of china's rural economy and socialdevelopment into consideration, as to the establishment of rural public goods supply system,propose some suggestions. First, the input of government to the rural public goods supply systemshall be further strengthened and the government duties shall be subdivided rationally. Secondly,the pace for rural democracy building shall be fastened while scientific decision-makingmechanism of rural public goods supply shall be erected; Thirdly, the reform focusing on currentrural financial and taxation system shall be implemented when scientific and reasonable ruralpublic good financing system have been established. Effective measures are perfecting the ruralreform of taxes and charges, strengthening the financial input to the rural public goods,perfecting the system of tax allocation further, enhancing the financial strength of localgovernment, setting up the transfer payment system with rational science, actively introducingprivate capital into rural public goods field and establishing multi-financing system in ruralpublic goods.
