The main reason of the shortage of rural public goods is that the choice of supply was decided by the Supervisor governments decision-making system ,so that farmers lack the right to speak in public decision-making process, imbalance between supply and demand in rural public goods; Rural public goods shortage of public finances. The government functions on the supply of public goods in rural predilection place, overrun, resulting in a serious shortage of supply of public goods in rural areas,production can not meet the daily needs of farmers.At this critical dilemma, In the Fifth Plenary Session of the 16th CPC Central Committee, being based on the overall of Town and Country,development, implementing a people-centered scientific concept of development and building a harmonious socialist society , the central government officially put forward "the development of production, affluent and civilized style rural village,tidiness, democratic management "as required by a new socialist countryside. The proposion of new rural construction has a profound historical background.Chinese economic power and comprehensive national strength has increased markedly, its financial strength continues to increase, and is ready to promote agriculture with industry, the ability to lead the city. By adjusting the pattern of national income distribution ,We further increase investments in agriculture and rural development. The promotion of the building of new socialist contryside provides a good opportunity to improve rural public goods, but sets new, higher demands for the supply of public goods in rural areas .Under the background of constructing the new countryside, the government establishes the responsibility of the supply of public goods in rural areas, which is particularly important to change fundamentally the supply of public goods in rural areas of the state shortage.
