The Research For Project Procurement Management Of A Company’s Coiled Tubing Production Line Construction Project

Currently, world oil supply situation is still severe. Under the circumstance of high oil price, decreasing reserve of new oil field, increasing complex reservoirs(low pressure, low permeability, thin layer, heavy oil) and the technical difficulty of oil and gas exploration, operational techniques and production efficiency have to be improved. A company launched the first domestic coiled tubing production line construction project. However, a lot of problems occurred during procurement practices of the project, such as paying attention to only the implementation of the procurement process while ignoring the pre-procurement plan, late delivery of some products during project execution of the contract, unreasonable setting of project supplier selecting index weight, subjective evaluation methods.Aiming at the coiled tubing production line construction project procurement management problems, in this paper the author pointed out the necessity and importance of procurement management improving and optimization. Through questionnaires, site visits to interview experts and take full research of procurement management, on the basis of extensive research and literature on the application case, optimize the project procurement plan by the method of ABC classification, WBS breakdown structure, matrix organizational structure. Identify, evaluate and deal with the project contract management risk by using project risk management theory. Optimize the project procurement management by supplier selection and evaluation system which built on AHP and FCE. And apply to the actual project to solve the project procurement management problems and provide scientific bases for decision-making.
