China’s petroleum and natural gas pipelines are around fifty thousand kilometers long,which will be extended to ninety thousand kilometers during the “Twelfth Five-year Plan”period. Due to its security and efficiency, oil pipeline transportation will remain to be themain way of transporting petroleum and natural gas. However, with the rapid development ofChina’s economy, the continuously extended pipeline starts to threaten China’s energy andenvironmental security. To ensure the safe and effective operation of oil pipelines, Daqing OilField Co. Ltd actively investigates and rectifies safety risks and regards the program ofDaqing-Harbin oil pipeline as the major program in2013. Daqing Oil Field Co.Ltdundertakes all the work including engineering, procurement and construction, which means itundertakes in the mode of EPC general contracting. Scientific and effective materialprocurement will be the key tasks in EPC project’s management coordination, cost control,quality control and schedule control, and serves as the core connecting link in the projectconstruction. This article aims to study EPC Project’s Procurement of Daqing-Harbin oilpipeline’s Program in order to raise the project’s procurement management level and lowerEPC procurement cost as well as to guide EPC project’s procurement management practices.This thesis firstly introduces the basic theory about the Procurement Management ofEPC Project, and analyses the content, types and features of EPC Project, pipelineengineering of EPC Project and material procurement of EPC Project. On this basis, it makesinduction about the background about EPC Project of Daqing-Harbin Oil Pipeline, divesdeeply into the present situation of EPC Project’s procurement management of Daqing-HarbinOil Pipeline, finds the problems existing in EPC Project’s procurement management ofDaqing-Harbin Oil Pipeline and proposes procurement management countermeasures to dealwith the existing problems. The procurement countermeasures will focus on the procurementmethod, procurement process, procurement organizational structure and supplier management.In the end, it puts forward a proposal, which contains electronic supplier management,effective procurement regulations and reinforced procurement corruption risks prevention, toguarantee that EPC Project Procurement Management of Daqing-Harbin Oil Pipeline will becarried out orderly.
