With the advent of the information society,the popularity of the Internet and smart phones in the whole society,4G technology has rapidly evolved to 5G,and applications such as Internet+,cloud computing,big data,and human functions,at the end of 2018,the Digital China Construction Development Report(2018)" released: China's Internet users reached 829 million,and the network carrying traffic of the three major domestic operators has grown rapidly.In order to meet the needs of users for fast,stable and reliable Internet access,operators must invest a large amount of manpower,financial resources and material resources to expand the data network every year to improve the carrying capacity,stability and reliability of the Internet.I am engaged in the operation and maintenance management of the data network by an operator at the city level.Part of the work is to expand the metro data network every year according to the development of the company's market and the current network status.I found some problems in the procurement of the expansion project of the metro data network for three consecutive years.For example,the procurement planning is easy to separate from the market development research and only investigates the current status of the network.In the process of technical project procurement,the project conforms to the requirements of the company procurement documents.Single source procurement,but there are actually many drawbacks,and the competition is not effectively introduced.In the procurement management process,there are many management stakeholders,and the process traversing departments often have inaccurate communication and incomplete content;technical projects in the process of procurement completion and Traditional procurement projects have differences in acceptance time and content.This paper takes the Liangshan Mobile Metropolitan Area Data Network Expansion Project as a case study and systematically studies the project procurement management based on project management knowledge.First of all,this paper introduces the project management knowledge and provides a theoretical basis for analyzing the project management process.Secondly,it introduces the classification,organization environment and management process of Liangshan mobile project management;then further analyzes the classification,process and organization of the project procurement management.Finally,it analyzes the project procurement management procurement plan,implementation,management and monitoring,and ends the existing problems,and draws a series of solutions to the problems in the above process.It is concluded that the technical procurement project should conduct sufficient research on both the market and the network in the planning stage.In the implementation of procurement,we will break the single-source procurement method with “patent technology and other factors” as the main factor,and fully introduce competition to maximize the procurement benefits.In the management stage,communication management should be strengthened to improve the accuracy,comprehensiveness and efficiency of communication.The acceptance of the procurement of technical procurement projects is not only the number of purchased equipment,but also the acceptance of the technical performance of the equipment after operation.The above conclusions can effectively guide the procurement management of some equipment procurement projects with technical background in practice,and improve the quality and efficiency of project procurement management.
