In the 21 st century, the global integration of economic trend is more obvious. International capital circulation gradually break, with the end of the WTO transition period, its protection policy gradually weakened, tariff barriers such as import and export barrier increasingly clear, multinational chemical manufacturing enterprises in China is not short, the market competition is fierce. Meanwhile local chemical manufacturing enterprises are undergoing restructuring workers, increase efficiency, staff turnover, expanding product key transition period, how in the booming economy, in the case of opportunities and challenges coexist, break through the bottleneck, to reach the company long-term profit is the major subject of traditional Chinese state-owned enterprises are in urgent need of thinking. And talent as a driving force for the development of the enterprise support, has become the domestic chemical enterprises an important part of strategic development planning. How to keep the enterprise talented people continue to supply, the scientific training system for enterprise employees, professional degree major test is proposed. To build an advanced and effective training system, is the first problem of enterprise human resources workers need to be solved.In this paper, by investigating the days of the original chemical company business development and corporate strategy development goals, with reference to the existing human resources structure, using the theory of human resources section training related knowledge, adopt literature analysis, questionnaire survey and other methods to diagnose the problems in existing staff training system analysis. Diagnostic results show that the emphasis of enterprises, specialized training system, training system process integrity, curriculum design, the system controls the evaluation are days of the original company highlights the problems of the present status of the training. International as a reference for diagnosis, this paper, on the basis of advanced training experience, from the design target, process reengineering, feedback evaluation, security system of the company’s existing training system for optimization design. The optimal design of the training system,solves the problem existing corporate training, guided by the company’s strategy development plan, in order to improve the talent comprehensive quality as the goal, to build a scientific and effective perfect training system as the basis, strengthening human resources strategic reserves. On the day the original company human resources quality comprehensive, enterprise competitiveness has far-reaching significance.
