The core of all the management activities of enterprises is to improve business performance. With the national economy goes into the new normal situation, face to business environment of the downturn and the market competition is becoming increasingly fierce, many enterprises explore the optimization way and improve the performance of management system to adapt to the new environment of market competition in order to improve its competitive ability and the ability. The performance of management theory and methods of modern human resource management theory have been used in this article. The theory is used in practice, using the method of combining literature research and interviews, data collection and field observation, the Ningxia Ling group performance management situation is analyzed, analysis of the implementation of performance management in each stage of enterprise development situation and, the study of enterprise performance management system at the present stage of enterprises, find the problems of performance management, according to the domestic and foreign performance management theory, the Ningxia Ling group performance management system optimized design, the development of strategic performance management system and the combination of the company, when the company’s strategic objectives change, the performance management system can be adjusted according to the strategic change; optimize the company’s performance management process, performance management of Missing in the process of performance feedback and improvement step; the company organizational performance and individual performance organic combination, organizational performance objectives decomposition layers to individual positions, through the completion of individual performance to promote the realization of organizational performance; the assessment results and payroll, employee career planning, Pingyoupingxian, training etc. Combining, improving performance results using single, performance appraisal effect is not prominent status. This paper hopes that the optimization design of Ningxia Ling group performance management system, to enable enterprises to adapt to the new market environment and development stage and effectively make performance management service for the enterprise and enhance the core competitiveness of enterprises.
