Lucion Industrial Group is the main body of investment and operation of Lucion Group in the industrial field,which is a large financial holding group in Shandong Province.It is a state-owned and wholly owned subordinate enterprise group characterized by industrial investment and industrial assets management.Lucion Industrial Group is a representative enterprise of the traditional state-owned investment operation platform in our province,and its scope of business covers industrial and financial,investment,financing and operations,traditional industries and strategic emerging industries,modern services and other extensive areas.In recent years,due to the slow pace of market-oriented reforms,the performance management system has lagged behind.At present,it adopts a relatively simple performance appraisal mechanism focusing on key tasks.Compared with the benchmarking enterprises,there is a great gap in the standardization and effectiveness of performance assessments.Researching and exploring the practice on optimizing the performance management system of Lucion Industrial Group conforms to the need of the reform of the state-owned enterprises and breaking though the limitations of the enterprises' self-development,and can be used as a reference for the reform and optimization of performance management system in Lucion Group and similar state-owned investment operation platform enterprises in Shandong Province.And in the author's view,the research and exploration can also reflect the beneficial exploration of systematically deepening the reform of the incentive mechanism of all state-owned enterprises to some extent,which has a wide range of the theoretical guiding significance and great practical application value.Applying the induction and deduction method,field method,case analysis method,responsibility flow chart and other research methods,guided by the strategic performance management idea,the author deeply conducts reform of performance management system which takes marketization as the goal,performance as the orientation,balanced score card as the framework and key performance indicators as the core.Through stimulating the vitality of the workers,we can improve the motivation of self-renovation and endogenous development of the state-owned enterprises,increase the operational efficiency of the state-owned enterprises and achieve the goal of making the state-owned enterprises stronger,better and larger.
