Since the reform and opening up, economic development zone has become the new engine of China’s economic and social development. Development zones which has long been in forward positions of economic development in China play actively exploring and leading roles in promoting open zone economic development, industrial upgrading and the reform of management mechanism. Today, Economic development zones thirties. With the change of direction and mode of development zones, development zones also plan to upgrade the shift to continue shouldering the roles of experimental field of economic reform and vanguard of opening up.Compared with foreign research, our research on development zone just more than thirty years, is still in its infancy, the theory, empirical research, development mechanism and other aspects need to be further developed and improved. In order to offer advice and suggestions for the construction and development of China’s development zones, this article which is a combination of industrial economics, regional economics, institutional economics, econometrics and other theory takes a state-level development zones in Shandong Province as the research objectives to study on the the strategy of political mobilization and industrial clustering.This paper is divided into five chapters.Chapter 1 introduces the background and significance of this paper. From the development-oriented government and industrial clustering two perspective, it summarizes the definition, theory and mechanism and comments. At the same time, briefly describes the research objectives, ideas, methods, innovations and deficiencies.Chapter 2 introduces the development of development zone in China and Shandong Province. This article summarizes the history from its establishment in 1984 into four stages which are the stages of exploring and starting-up, high speed development, scientific development and transformation and upgrading, and points out its characteristics and problems. Next, followed by analysis of the development zone in China and Shandong Province, this paper focuses on the relationship among the number of development zones, export-oriented economy and GDP’s. Finally, researching on the foundation of development and development of key industries, it lays a solid foundation for exploring investment strategy later.Chapter 3 examines the political mobilization strategy in attracting foreign investment. According to the different authority of departments management, the referral unit divided into investment sector, rural sector, government agencies, economic management and public services. This paper, taking the efficiency of land investment as an indicator, compiles investment policy document and analyzes its effectiveness. Then, selecting the data of micro-level and introducing measurement tools, this paper establishes an empirical model to analyze the factors and the efficiency of each unit in investment strategies.Chapter 4 analyzes the strategy of industrial clustering of the development zone in Shandong Province. Through statistical analysis, respectively, according to project investment, contract years, the initial location of the enterprise, the Park which located in and the type of industry classification, this paper analyzes the efficiency of investment in land. To further analyze the impact of various factors, it constructs multiple regression model, which researched on the agglomeration effect.Chapter 5 is the conclusion, combined qualitative analysis with quantitative analysis, it found:firstly, all departments are actively involved and their efficiency of land investment are different due to the different positions in political sequence; secondly,the development zone succeed in adopting the strategy of industrial clustering, but the policy is still limited to industrial clustering which efficiency of land investment is low; thirdly, the next step should focus on the further development of the industrial agglomeration effect in the region.
