The Research On Mobilization Decision Making Based On Economic Mobilization Prepared Plan

In the domain of the economy mobilization management, the mobilization prepared plan has a close relationship with the mobilization decision-making. Generally, the mobilization prepared plan is one of the information base for the mobilization decision-making, and could act as an assistant for the decision maker in mobilization decision-making. However at present, the role of the mobilization prepared plan for supporting the mobilization decision is fulfilled by the decision maker through reading the prepared plans, thus in the urgent mobilization situation, the effect of the mobilization prepared plan for the mobilization decision support is not so good since the limited knowledge of the decision maker as well as their limited ability for handling the knowledge. In order to solve this problem, this paper makes a study of the characteristics of decision-making activity for the mobilization decision maker, and integrating with the technology on information handling as well as the economic prepared plan, proposes a measure for the mobilization decision support based on the mobilization prepared plan, so as to help the decision maker to make the mobilization decision promptly on the dynamic uncertain condition.The main research work of this paper is to establish the mobilization decision support process based on the prepared plan, and to construct a framework for the mobilization decision support system. The methods for expressing the prepared plan cases based on the mobilization envision and for capturing the prepared plan cases based on the information extracting technology are presented. Depending on the knowledge expressing characteristics of the prepared plan cases, a comparability-weighing model including classifying property and sequence property is proposed and a comparability weighing model for the prepared plan cases whose context could be changed is constructed. At the end of the paper, the increasing search algorithm for the prepared plan cases is studied and the capability of the algorithm is evaluated. These study results are the base for constructing the intelligence mobilization decision support system.
