The Study On Theory And Method Of Material Agile Mobilization

Facing with the extension of the meaning of the new military revolution and national economy mobilization, it is necessary for national economy mobilization to explore new theory and methodology to meet the requirement of various material in case of war and emergency. This paper proposes and illustrates the theory and methodology of material agile mobilization by virtue of many study results in the relevant fields at home and abroad. The main innovation in this paper is as follows:1. This paper proposes the theory of material agile mobilization according to its characteristics of requiring uncertain quantity in a very urgent time, on the bases of analyzing the relative theories of agile mobilization. The core concept of this theory is to mobilize material by means of agile mode. A theory system of material agile mobilization including core concept, enable method, supporting system and basic theory is constructed and analyzed in detail, hence improving the theory of national economy mobilization.2. In order to achieve the goal of material agile mobilization, this paper proposes a method of establishing a supplying network for material agile mobilization in terms of the thoughts and methods of the supply chain. It is pointed out that the characteristics of the supplying network such as preparation, virtuality, integration, network and dynamic are the embodiment of agility of the material agile mobilization. The relative management aspects of the supplying network for material agile mobilization in the three phases of material mobilization are also studied in detail, and the problems of constructing and managing the supplying network for material agile mobilization are solved.3. After analysing the Principal-Agent relationship between the mobilization organization and the mobilization center in the mobilization activity, a multi-stimulating model for the mobilization center is constructed based on the agent-principal theory. In the normal Principal-Agent model, the output is taken as the stimulating variable. However, the degree of hard working for the mobilization center in the peacetime is added into our model as the inspecting variable in order to realize the multi-stimulating.
