Along with the rise and development of knowledge economy and information economy,the frequency of the company’s products、technologies update and phase-out faster. So the companies increasingly concern about their innovation and R&D capabilities. As a direct bearers of the company’s product and technology innovation, R&D department organic connect the external market, internal R&D and final products,it become the birthplace of new products and technologies, supporting the sustainable development of the company, stimulating the overall social progress. R&D personnel is major in R&D department, how to attract, cultivate, stabilize, encourage R&D personnel has been focused by human resource management. And how to assess the performance of internal R&D to release their creative energy is the most difficulty.By reading the literature and practicing, we summed up the existing problems,for example:the indicators are difficult to quantify, they can’t reflect the characteristics and features of R&D personnel, the assessment people are casual, too much emphasis on results and so on. On this basis, according to the features and characteristics of the R&D performance are uncertainty and difficult to reflect in short days. We first design the indicators system about R&D personnel performance assessment, setting the basic quality, research and development capabilities, R&D results, internal performance, external performance, knowledge management this 6 indicators and 28 related assessment indicators system. Secondly, on the base of using multi-level fuzzy method, we integrate principal component analysis to build R&D personnel performance assessment model, using fuzzy mathematics knowledges to solve uncertainty factors, and using principal component analysis and SPSS to process and analysis the visual data, extracting the main component of the original variables, reducing the information overlap that may exist between the assessment indicators, reducing results errors in the assessment process that brought by the individual subjectivity. The model established in this paper achieved to combine qualitative and quantitative、subjective and objective, make the assessment of the R&D personnel performance more objective, fair and reasonable,provide reference ideas and methods about the R&D personnel performance assessment researchers for related companies.This paper takes Zhe Jiang Jin Fei Wheel Co., LTD as an example research on the model.And show that the performance assessment system and model established in this paper can effectively solve this company’s R&D personnel performance assessment problems. And provide a reliable decision-making reference for company’s human resources management. This study and model established for improving the existing R&D personnel performance assessment system, improving the status of existing R&D personnel assessment.And provide a reference sample for optimizing company’s R&D personnel performance assessment.
