Modern enterprise management is being placed in dynamic operating environment, and facing the austere challenge from inside and exterior environment changing. The original human resource management means that the enterprises can't satisfy the normal demand, so the enterprises request to have more flexibility for human resource management. The person becomes increasingly the core of the enterprise operation management, which provides the base for competence-based human resource management to exert positive function.This article first elaborated the research foundation method and tool of competence, includes the competence specifically the meaning and the origin, the characteristic and classified as well as the competence appraisal method and the step. Then, in this foundation of elaboration, further analyzed the Tuha oil field talented person to select with the training present situation had pointed out the Tuha oil field talented person selected with the training system's question and the origin. The third part of this particle key to selects based on the competence Tuha oil field talented person with the training system's research, this part mainly selects from the competence model in the Tuha oil field talented person with the training system's in compatible analysis, the pattern appraisal, the achievements appraises three aspects to carry on launches, and unifies the Tuha oil field the actual situation, carries on the detailed elaboration to it, first constructs the competence of some position using the behavioral event interview method ,which is clear about the competence characteristic of this position, then the position alternative personnel utilize the fuzzy subjective and objective appraisal method to carry on the competence appraisal regarding this, and screens this personnel of this position by this achievement. In this paper, it discussed the research and develops personnel of the oil filed operating personnel's competence as well as to its competence appraisal with emphasis. This article fourth part aims at the Tuha oil field with emphasis the actual situation, proposed three promoting the Tuha oil field talented person to select with the training achievements strategy.
