As one of the most important part of human resources management performance management plays a key role in enterprise management. Especially under the present knowledge economy environment entrepreneurs have recognized the importance of "people" in the development process of enterprises. In this article a new performance management system is designed for XT company based on the above mentioned situation & the actual requirements of this company.This paper is mainly composed of five chapters. Firstly background and significance of paper selection are introduced, and research method with paper structure & framework are also presented.Secondly the theory of performance management is profoundly studied by consulting a lot of files, and tools & methods about the world latest leading theories of performance management are learned. The basis of designing performance management system can be accepted form these advanced experiences.Thirdly in order to thoroughly find out the situation of XT company employee performance management statistical surveys including study of company systems,communication ways such as questionnaire & interview etc. are applied. Then any existing problems about personnel management can be comprehensively analyzed, for example incorrect understanding of performance management, lack of planning for the implementation process of the management, improper appraisal index, and poor communication in the process of performance management etc..Fourthly a perfect performance system is established based on the needs of XT company development strategy by using many methods such as setting performance goals, making plans, reconstructing appraisal index system and improving communication mechanism about the performance. Among them the author focuses on the reconstruction of performance evaluation index system. In this paper XT company staff is divided into management post,technical post and operation post, assessment index system & assessment criteria are respectively designed for different positions, and index weight is designed by using analytic hierarchy process(AHP) method. Meanwhile multilevel fuzzy comprehensive evaluation and assessment of element weighting method are applied to establish mathematical model, this model is used to verify the new performance appraisal system. The evaluation results are consistent with actual performance of the staff after analyzing, it is proved that constructing staff performance appraisal is practical. In addition, performance interview and complaint of results are designed to improve staff performance management system gradually.Finally considering the actual situation of XT company safeguards are worked out from several aspects including thought, organization, information and system safeguard etc.. So a complete performance management system is constructed for XT company.
