With the rapid development of economic globalization and the rapid development of information technology,IT industry has become a pillar industry in the world.IT industry is a knowledge and technology intensive enterprise.The key to the rapid development of IT industry lies in talents,especially in R&D personnel.The R&D talent has become one of the core competitiveness of the IT industry,the development of the IT industry is increasingly dependent on the development of high-tech R&D personnel.Therefore,it is of great significance to develop a set of scientific and reliable personnel evaluation system for IT enterprises.In this paper,the competency of this new perspective,combined with the work characteristics of IT enterprise developers,to build a competency model based on the talent evaluation system,to provide a scientific basis for the IT enterprise personnel evaluation.The combing about the competency of the domestic and foreign related literatures and analysis it R&D personnel characteristics based,summarizing the results of previous studies by advertisement word frequency analysis,based on the content analysis of critical incident interviews to construct the IT enterprise R&D personnel competency theory model.According to the theoretical model and the classical competency measurement scale,the preparation of the IT R&D personnel competency initial questionnaire and the questionnaire were exploring factor analysis and test the reliability and validity of the developed IT R & D personnel in the formal scale.On this basis,to increase sample size of the formal questionnaire analysis and questionnaire were divided for two parts,the exploratory factor analysis for one half of the questionnaire data,the other half were confirmatory factor analysis,finally calculated model the fit index reached a better standard,reflects the theoretical model of the reliability,stability and accuracy.Finally,this paper constructs based on multi-level fuzzy comprehensive evaluation method,the IT R&D personnel personnel assessment model,according to the model of it and R&D personnel competency for quantitative assessment,which the weight of each level index by hierarchy analysis,and to verify the model of reliable,practical,this paper to typical enterprise IT H company as an example,of talent evaluation of H company are analyzed,the construction of talent evaluation model application in the practice of the company,put forward countermeasures and suggestions for improvement for H company's talent assessment.Through the research of this paper draws conclusions as follows:(1)IT R&D personnel competent force model consists of five dimensions and the corresponding 19 second level dimensions,which five dimensions for the professional knowledge and skills,personality,team spirit,customer orientation,motivation.(2)IT enterprise R&D position of personal knowledge and skills,which have a higher request,the knowledge,skills,and belongs to one of the most basic and most important skills,knowledge and skills in competent force model is easy to identify the surface features and the remaining four dimensions relatively is implicit competency,which is it R&D personnel can achieve high performance core elements.(3)talent evaluation based on multi-level fuzzy comprehensive evaluation,effectively overcomes the defects of single evaluation method,has high practicability in personnel assessment,reliably and precisely this special group of IT R&D personnel competency for quantitative assessment.The research for IT enterprise's R&D staff personnel assessment work provides a with relative application and the method,provides a reference to further improve China's IT enterprises R&D personnel evaluation,for China IT R&D personnel based on competency of personnel assessment to provide new ideas and methods.
