Facing the weakening traditional advantages and the increasingly fierce international competition, it urgently requires us to speed up to realize the transformation from made in China to created in China. As a typical manufacturing enterprise, DG Company can not survive for long term just relying on manufacturing capability. So DG Company must increase its creative ability. Powerful R&D ability is the important condition for enterprise getting success in the complex competitive environment. Only when the enterprise possesses this ability, it can constantly produce innovative products adapting to the market to improve their competitiveness and increase the market share of products. The enterprises become more and more urgent for excellent R&D design personnel. But not only lack of normative evaluation and measurement for R&D personnel in many companies, but also has no objective competence model for reference, the enterprise cost lots of manpower, material and financial resources in recruit, employ, training and retention of talents. Though there are some effects, but based on the company’s future development requirement, there are still many problems for R&D personnel. In order to solve these above problems, it is necessary to establish the competence quality model for enterprise R&D personnel’s. And on this basis, DG company’s R&D personnel can be able to better use in human resource management practices.Firstly, this thesis explains the meanings of competency and competency model. And then analyzes the current research of competence in domestic and foreign country, which focuses on the several deficiencies in domestic competence. Finally introduces the characteristics research methods for competent.Secondary, in this thesis, based on the research of the related literatures and position description, 20 competent projects are determined for DG Company’s R&D personnel. Then through Questionnaire Method, Behavioral Event Interview and Expert Group Discussion, this thesis obtains12 competent projects for DG Company’s R&D personnel and then establishes competent models.Finally, this thesis does the empirical researches for personnel recruitment, performance assessment and competent models of Human Resources Management Module to DG Company’s R&D personnel. Therefore, the establishment of R&D personnel competent models provides basis and new angle of view for DG Company’s human resource management practice, and also provides a reference for other similar enterprises.
