Competency is one of the hot issues in the current research on human resources management theories. It is closely related to the work performance. The competency-based human resources management has also received more and more attention in the academic and business community. With the transformation of the concept of human resources management, the change of the management mode and methods, and the emergence of the specialization and professionalization of human resources management, the competency model for human resources managers, as the leading executives of human resources management activities in the enterprises, has been paid attention both in the field of theory and practice.Firstly, this article defines human resources managers in the enterprises and their competency, with the application of combined methods of position analysis, role analysis and word frequency analysis. Based on the former research done by other domestic scholars, competency elements for human resources managers in the enterprises are chosen and preliminary discussion is conducted on the weight of each element in every model through weighting. By role analysis, enterprise life cycle theory is introduced to analyse the main role that human resources managers play in various stages of the enterprise development, and the agent theory is applied to analyse how the monitoring mechanism is established when human resources managers are in charge of supervision under the circumstance of outsourcing.Secondly, questionnaire survey is adopted to verify the selected competency elements. Ultimately a competency model for human resources managers is made, consisting of five factors:change management skills,service skills,personal charm,professional knowledge acquisition and personal development management skillsFinally, according to the enterprise human resources manager competency model, an evaluation indicator system is established for the competency of human resources managers in the enterprises. Fuzzy comprehensive evaluation is carried out on the competency of human resources managers, by means of analytic hierarchy process and fuzzy comprehensive evaluation method. A person's competence for the position of the human resources manager can be judged by the fuzzy comprehensive subordinative degree this person shows in the competency model. This serves as a tool and a method for enterprises to select and train human resources managers.
