Company T, which was founded in 2012 when state grid launched its reform, is affiliated to and offers the telecommunication technology support to state grid in S province. As the subsidiary of state grid, Company T is also state-owned enterprise in the field of power grid. This thesis investigates the staff training system of Company T in the specific domain of state-owned enterprise, power grid, subsidiary and telecommunication.As the rapid development of smart grid and ultra-high-voltage (UHV) power grid in China, the more and more demands on intelligent and automatic telecommunication request more and better support from the telecommunication technology. The specific characteristics of high standards, high criteria and short renewal period of telecommunication technology, determine that Company T must have the highly qualified staffs and perform the consistent staff trainings with updated technology. However, there exist in Company T the problems of young and inexperienced technical staffs, aging management and potential crisis of lack of highly qualified personnel. Therefore, the effectively exploration of human resources to improve the personnel’ quality and to develop the management and the echelon of technical staffs, has becomes the urgent topic that Company should pay high attention to. Thus, the main issue that this thesis focuses on is how to design the efficient staff training system tailor-made for Company T and how to develop highly qualified personnel for Company T fast and effectively to solve the imbalance between supply and demand of human resource, according to status of staff and training system in Company T.This thesis investigates and analyzes the structures of the staff system and the status of training system on the basis of the status of training system and inner materials of Company T in the principle of Staff Training Theory and in the method of survey, interview and data statistics, and points out the problems of the current training program, which are listed as follows:lack of complete training system, incomplete implementation and demand analysis of the training plan, incomplete training contents, lack of variety of training methods, incomplete evaluation of training effects and no link between the personal career plan and the staff training program. Based on that, this thesis analyzes the demand of staff training considering the practical demand of the company, and develops the effective staff training systems, including the goals of the staff training, the staff training organization and procedure, the curriculum for the new personnel, technicians and management, the schemes to implement the training plan and to evaluate the training effect, which constitute an entire closed-loop training system. As regards to the supporting measures, this thesis designs the supporting system for staff training in the three fields of training teachers, supporting policies, and funding.The staff training system proposed in this thesis, is based on the author’s experience of seven years in state grid of S province in the field of telecommunication and the complete analysis of the status of staff training system of Company T. The proposed staff training system considers the practical situation of staff training, and therefor is highly operative and useful for Company T to solve the current problems of staff training, to promote the quality of the staffs, to improve the personal carrier plan, to increase the working efficiency, and to supply the reliable human resource support to promote the levels of the entire company. The case of Company T in this these is also significant to the staff training programs in other field.
