Entering in the21century,China’s political,economic,cultural and otherconstruction has been rapid development,economic globalization,information age,technological progress and other forms of external market environment makes theenterprises vary from minute to minute,while at the same time the state-owned enterprisereform is steadily. Talent as the first capital,rise to strategic position,becoming theindustry for the important resources for sustainable development. International talentcompetition will be intense,enterprise how to deal with this hitherto unknown challengeand opportunity Managers do not hesitate to turn their attention to the training of humanresources. The enterprise wants to grow,wants to be in competition remain invincible,must strengthen its own human resources training work. Training of human resources inenterprise human resources management as one of the most important functions will bemore and more attention by enterprises.This paper first explains the modern human resources training of basic theory thathuman capital theory, adult learning theory, and the learning organization theory. Putforward the electric power enterprise develop human resources training, the importanceof cultivating and employee training is formed the common values, enhance the cohesivecritical work; Employee training is to promote the staff’s technology, ability level, of manand "things" matching effective way; Employee training is encourage employees to theenthusiasm of important measures; Employee training is the best means to set up alearning organization.Based on this analysis in electric power enterprise human resources trainingdevelopment course and the present situation, this paper introduces the general situationof the electric power enterprise and the electric power enterprise human resourcestraining of the status quo. The end of the electric power enterprise of our countrystate-owned in human resources training the existing problems and reasons for a briefanalysis, i.e., training concept and enterprise development strategy, and training system between lack of scientific system planning, the insufficient capital investment training,training evaluation system of narrow face, the lack of teachers and inadequate andenterprise system. And in the light of these problems to our country state-owned powerenterprise human resources training work puts forward Suggestions at six:1, change thetraining idea;2,accelerate the electric power enterprise system reform;3,increase capitalinvestment;4,perfect training evaluation mechanism;5,based on enterprise, scientifictraining;6,create "the learning organization".This article uses the main research method is1, theoretical analysis method. Thispaper discuss the problem is the basic foundation of modern economic theory andmanagement theory, and mainly utilizing the human capital theory, adult learning theoryand "the learning organization theory" and other basic theory analysis, reasoning anddeduce;2, empirical analysis. The objective analysis and describes the current situationand the electric power enterprise state-owned staff education training developmentcourse, through to the state-owned electricity enterprise human resources training theproblems of systematic induction, and then proposes systematic thinking, finally putsforward the state-owned electricity enterprise in the new situation of human resourcestraining countermeasures and measures of work.
