The Return Differences Of Migrant Workers Worked In Different Levels Of Cities

Since 2002 year, our country gradually relaxing restrictions on migrant workers flowing, our country urbanization construction have made outstanding achievements, but with the outflow of rural surplus labor, they have formed the new dual society structure within the city, which is hindering the process of our modernization process. To this end, the State Council on February 2,2016 has issued the state council on deepening several opinions of the construction of the new urbanization, which has pointed out that the development of new type of urbanization is the only way for the modernization of our country. In order to achieve the policy goals better, the state has clearly put out that the future policy should be focused on the development of small towns, at the same time, has show that the demand of migrantworekers settled in small town or county has entirely released. Accordingly, research the return differences of migrant workers worked in different levels of cities, not only helps us to understand the difference of migrant workers at present situation, but also help us to explore rural migrant workers if have power back to the small towns, so as to comprehensively promote the new urbanization construction in our country which is adhere to people-centered. This article on the basis of the existing literature, combined with the problems of my own research, from the perspective of theory and experience combined with the empirical to analysis the problem.This article uses the data of Chinese General Social Survey (CGSS) in 2002,2009 years, analyses the return differences of migrant workers worked in different levels of cities and discusses the trends. This paper explores the problem from two dimensions (jobs, wages) and two levels (all the migrant workers, classified migrant workers). The results show that, both the employment opportunity or wages, the differences of all migrant workers worked in different levels of cities are narrowing. Classified again the study, we find that the differences of obtain employment opportunity of the highly skilled migrant workers narrow range is bigger more than the low skilled migrant workers. At the same time, the wages differences of migrant workers worked in different levels of cities are narrowing, and the range is also bigger more than the low skilled migrant workers. When controlled the welfare state, we find that there has no influence on the research conclusion. Visibly, providing good employment opportunities in the county, promoting infrastructure and public services, organizing the plan for improving the skills of migrant workers, promoting the highly skilled migrant workers actively back to small towns will help to improve the quality of new urbanization construction.
