Flow of migrant workers is the agricultural surplus labors'transfer process with Chinese characteristics, which plays an important role in promoting new-type urbanization in China.<CPC Central Committee on deepening reform of the overall number of issues>the party's eighteen Third Plenary Session adopted clearly states:"We must adhere to the new road of Chinese characteristics urbanization, promote human-centered urbanization." The citizenization of migrant workers is the core of the future of China's new-type urbanization, and the flow of migrant workers is key driver of new-type urbanization. But at the present stage, how migrant workers exactly affect the new-type urbanization requires us to discuss; and in our country has different areas: the East?the West and the Central, they are different in the economic basis, development stage, different environmental resources and other aspects of national policy, migrant workers'driving effect is also showing a regional differences which worthy of our study. This paper on these issues were in-depth study and proposed some measures to achieve the coordinated development of migrant workers'citizenization and urbanization. So I think this study has important theoretical and practical significance.In addition to the introduction, there are four parts in the following article:The first part (Chapter two) is the analysis of the theory of new-type urbanization driven by migrant workers. After make accurate definitions of migrant workers, flow of migrant workers and new-type urbanization, this part uses the Lewis model, Todaro model, and mainly quotes a precipitation curve of rural migrant workers in urban from Han Changfu to analysis the mechanism of migrant workers to new-type urbanization, and illustrates that our country has reached the third stage of the precipitation curve. Fortunately, this phenomenon has internal consistency with new-type urbanization.The second part (including chapter three and chapter four) is empirical analysis of migrant workers'driving effect to new-type urbanization. Firstly, this part described present situation of migrant workers'flow and new-type urbanization development from 2000 to 2014 overall, and then construct the index system, model, and empirically analyzes the driving effects which flow of migrant workers brings to new-type urbanization and the regional differences. The conclusion is:from the perspective of the country, migrant workers'flow is in the third stage, new-type urbanization is mainly dependent on improving the quality of the migrant workers, including quality of migrant workers?citizenship treatment and improvement of quality of life after in the town. Regional differences show that:the East is similar to the national situation in the third stage of sedimentation curve; in the Midwest, migrant workers in the city settling curve of the second stage, the new-type urbanization mainly depends on the dual development of the quantity and quality. So improving the proportion of floating population at the same time, our country should also pay attention to the treatment of migrant workers and better development.The third part (the fifth chapter) is the corresponding suggestions. According to the previous theoretical and empirical results, this part starts with three aspects to research the specific suggestions. Firstly, enhance the overall quality of migrant workers to adapt to the new-type urbanization development; Secondly, improve the public policy, integrated urbanization macro layout and upgrade the industrial structure to promote the advance of eastern new-type urbanization; Thirdly, increase the potential of economic development, pay attention to industries'undertake and development, promote the improvement and development of the urban environment to propel the process of new-type urbanization; Fourthly, for the West, it must seize the development opportunities to develop new strategy, create urban agglomeration formation and nurture local advantage industry; Fifthly, new-type urbanization is our country' development strategy, so the government should give macro policy support to develop. These measures should include implement the conditional settled policy, promote the institutional mechanism to achieve the integration of urban and rural development and exert the promoting role of agricultural modernization to the new-type urbanization.The fourth part (the sixth chapter) is the summary and prospects of the full text. First of all, this part summarizes the contents of all chapter, and then gives the deficiency of the article and the improvement of the later.
